Gender indicators
To design the gender indicators, the same process used for general indicators was used. Some of these general indicators also had the needed characteristics for gender indicators. The differences on the process begin with the instrument used to request the information: a gender guide. Its characteristics are very much like the quarterly report guide, and like this one, it seeks to gather information to be exposed on a quarterly report, related to gender, which the Finance Secretariat hands over, since 2010, to the Legislative Assembly.
Other important discrepancies are that in the gender guide, the objectives of the narrative summary of the logical framework matrix are defined based on a diagnosis of the differentiated needs. Actually a significant part of these objectives match those defined in the fundamental equality between men and women Act for Mexico City, the Women’s access to a violence free life Act and the general opportunities equality and no discrimination to women Program, which are instruments that seek their objectives on this differentiation.
Consequently, these objectives are defined in terms of reducing these gaps, in accordance, obviously, with the general indicators objectives. With the above definition, what follows is to design the gender indicators. Currently, 141 of these measurement instruments have been designed by the expenditure units.
