What is the Results Based Budget?
Results based Budget means to allocate resources based on measurable results. To achieve it, it is necessary to define or identify these results, design the way in which they will be measured, monitored, evaluated and introduce the information of this last process in the allocation of public resources. |

How are Mexico City’s inhabitants benefited?
The RbB will allow that the city’s inhabitants have a better quality of life because through this system aims for public resources to be administered more efficiently and effectively; mainly because the objectives of public policies will be more correctly identified, their links and the way to measure progress, which reflects on a better program operation and design.

How do we define the results?
We refer to the direct consequences of public goods or services on the beneficiaries. These consequences have to be easily and clearly described and above all, measured. Medical services provision is an example of a public service. A result can be that people have better health levels. |

How are results measured?
We analyze what the expected results indicators’ behavior would be in the absence of the public program or policy and they are compared with the observed value. There are also surveys that seek to measure the beneficiaries’ satisfaction on public policies. There are also evaluations on the design of the public programs. |

How is the results progress measured?
For each of the expected results we seek to establish an indicator that measures, among others, some of these dimensions: efficacy, efficiency and economy. For example, if the expected result is improved health in the city’s population, the percentage of people that get sick in the area could be the indicator. |

How are the evaluations results introduced to the budget?
The results of the evaluations help to re-orient public policies or create new ones. These modifications have associated costs which are considered at the time of budgeting. |
