Agreement with the Inter-American Development Bank (IADB)
On March 2009, the Mexico City government (GDF) and the Inter-American Development Bank (IADB) signed the Support for the Implementation of a Results Based Budget in Mexico City Agreement. This instrument was the first of its kind that the IADB subscribed to with a subnational government, which makes the GDF a pioneer on this issue in Latin America.
Broadly speaking, under this agreement, the IADB commits itself to deliver the GDF one million dollars, while the latter will provide 200,000 dollars in kind. These resources will finance the actions of the six components that form the agreement which are bein executed, mainly, by external expert consultants. The activities of the components seek to measure the GDF advances in the implementation of a system based on results and consequently, define the strategies to follow.
Afterwards, they consider the execution, on a trial basis level, of these strategies; their corresponding re-design and the translation of these results into technical documents, which will represent the driving axel so that the GDF duplicates the recommended process on the rest of its programs or public policies. In other words, the results of the agreement actions, will show, in accordance with the GDF characteristics, the best road to implement the Results Based Budget. In particular, the main characteristics of the components are shown below:
