Human Rights Indicators

The human rights indicators have been designed on the basis of the action lines, strategies and objectives established on the Mexico City Human Rights Program (HRP). This program, in fact, establishes as proposals to the units that form the government, a series of these instruments which were created by Mexico City Government, the Human Rights Commission and civil organizations based on their invaluable experiences and the methodology published in 2008 by the UN High Commission for Human Rights.  The feasibility of these indicators is still to be determined. This process will be completed by 2011 and will be carried out, mainly by the units that form the Mexico City government.

Despite the above, in 2010 the units were requested the design of the human rights indicators, mainly on the lines of action of the HRP. For this, as in the case of gender, a guide was issued, in which the proposed methodology was the Logical Framework. It was also recommended that some of the proposals of indicators of the HRP were used.  However, the latter were not used, mainly, because they are results indicators, while the guide’s indicators are administrative.

Currently, the expenditure responsible units have already designed 182 of these measure instruments on activities and products. The challenge for 2011, therefore, is to increase its number, quality and reach (to results and impacts) in order to have more solid elements for the evaluation of the programs. This will be done through work meetings in which the Finance Secretariat will provide consultancy to the implicated units, as well as within the frame of the Human Rights Program Follow-up Committee, formed by the Secretariat, the State Secretariat, “Oficialía Mayor”, the General Comptroller and civil organizations. The composition of this committee, by the way, shows one of the trademarks of the current administration: it’s commitment to transparency.
