3. Institutional Strenthening
As the title suggests, this component seeks to strengthen the institutions. Key elements for it are the government’s way to organize, its personnel, knowledge sharing mechanisms and the supplies for continuous improvement. In terms of organization, the organic structures of the public entities that conform the Mexico City Public Administration will be analyzed; specifically the Finance Secretariat. Once this is concluded, the corresponding strategies to guarantee that the RbB is institutionalized will be determined. However, in order to achieve this, there is need also of personnel with minimal knowledge of the Results Based Budget.
In order to create or increase this knowledge, we intend to train public servants, directly and on-line, on the Logical Framework Methodology, objectives alignment, indicators design, evaluation and planning techniques, among other subjects. The direct training will be given in workshops, while the on-line training will be provided through this website, also considered as part of the IADB agreement activities.
Another priority objective in terms of personnel administration is to guarantee that public servants that enter the GDF have the afore-mentioned basic knowledge. A strategy to reach this goal is to strengthen the criteria in hiring personnel, i.e. make progress in the implementation of the civil service career.
Lastly, with adequate institutions and public servants to operate a Results based Budget, the monitoring and evaluation of the institutions, their policies and public programs (continuous improvement) takes even more relevance. The activities of this component will establish the methodologies in order to achieve that. |
