General Indicators

On 2008, Mexico City’s government requested the responsible units that form the Public Administration to design a series of indicators.  To that effect, they were sent, as part of the guide for the quarterly report, some criteria which gathered, mostly, almost all of the logic framework matrix elements: narrative summary, name of the indicator, verification and supposition means.  Only the objectives of the activities were missing; however, by 2009, this omission was amended. Beside the criteria, the units received an indicators proposal.  At first, whenever possible, these met the proposed methodology; however, since they had only been built by the Finance Secretariat, they had to be strengthened by those who operated the programs, and they even had to determine its feasibility.

With these supplies, the responsible unit began the definition or improvement of the indicators. Afterwards, they sent them to the Secretariat who produced commentaries so that these instruments kept getting stronger. This process, since then, is repeated quarterly, greatly because with the mentioned guide, other type of information is obtained from the units that form the Mexico City Government, which are used to complete the advance report and compliance of the programs that are handed over, also quarterly, to the Legislative Assembly of Mexico City.

As complement to the above, within the framework of the Agreement between Mexico City government and the Inter-American Development Bank, logical framework matrixes for several programs were designed, within which some indicators can be found. Also, each responsible unit created a series of indicators that measure administration aspects. In general, these are defined on institutional activities, a specific objective level applicable only to these units.

Both the indicators generated for the quarterly reports, and the institutional ones, according to the applicable regulations, have to be shown on the corresponding Web pages of the units that designed them, which make them public knowledge, which in itself is an exercise of transparency.

In conclusion, by the end of 2010, 96 general indicators had been perfected. There is no exact number for institutional indicators, but there is at least one for each unit that conform the Government, i.e. 101.
