2. Transverse Policies Development.
For this component we define transverse policies as those linked with gender equality, human rights, citizens’ participation and environment. For each of these themes we seek to identify the theoretical framework on how to include them in a results based budget (as it should), as well as the regulation and programs that the DF has developed (as is). Afterwards these two stages will be compared and the strategies to follow will be determined, as well as the necessary methodologies to implement them.
So far, the theoretical and normative framework has been analyzed; consequently, the strategies and methodologies are being determined. As a preview, we can mention that some changes to program structures will be made, especially to match some of their concepts with the programs in progress. |
